If ;you don't have reliable connection to your nameserver, you won't
have reliable connection to anywhere else on the net.  It is time to
escalate this back to Cox and tell them it is their problem.

Alternatively, you might try using entirely different nameservers,
from Opendns.  <https://www.opendns.com>

nameserver 208.67.222.222
nameserver 208.67.220.220

Try pinging one of these addresses and see if it responds reliably.
If so, make a new resolv.conf file using those nameservers.
