This is the rub. If we conclude that:
SDMUG is seperated from SDCS at the point that SDCS accepts their
seperation
The entire board of SDCS, with the exception of two Carl and Lan,
are all have membership in SDCS through SDMUG.
Then we can conclude they are no longer members of SDCS and no longer
legitimate Board Members. So, they cannot call an election. They
cannot legitimately take any action, since they are:
Beyond their one year office limit
No longer members of SDCS.

If they were general elections then they were not properly handled.
All Board Officers serve a 1 year term. They should have all stood for
re-election. There was no election of board officers, so it wasn't a
legitimate general election. All SDCS members must be notified of an
General election, there must be an election committe to find
candidates and all Board officers must stand for election.

This "mess" was created by the current board. Unfortunately it will be
up to the remaining SIGs to clean it up.
