That points to
/portal_skins/plone_templates/global_sections
for controlling tabs, but I haven't grasped the details yet. The
reference also tells how to disable tabs which might be desirable until
a way can be found to show just a minimum set of the most convenient ones.
Jim since you know our site pretty well I'm hoping you can work to fix
up some of the visual and organizational mess.
I'll be glad to spend some time and do what seems obvious to me, but I
haven't yet gotten comfortable enough with zope/plone, dtml/zpt, etc to
understand the code without serious head-scratching.

I am in "siteadmins", which seems to allow most things. Will let you
