Personally, I would think that Joshua probably has the best perspective on ordering and maintaining a small server.
If he is willing, I would let him make the server choice and then have folks votes yay/nay.
While I know that we have more than a few Cheap Bastards(tm), I would like to see something capable of things like full virtualization to help future-proof things. That probably means a nice Core 2 Duo 1U.
