I've seen that, but I'll bet you money if you stick two pieces of spruce together with T-88 after they've been sanded, it'll break somewhere other than the joint. Not to say you should deliberately defy 43-13, but I wouldn't let that stop me if it were the only way. I always vacuum the joint and wipe with lacquer thinner (and give it plenty of time to evaporate) before I join them if they've been sanded.
