You are absolutely correct but someone must be at the Gathering to present the plan of action and the deciding vote is cast at the Banquet. Hosting a Gathering takes a lot of work and dedication to pull it off. If you want to host one in California, make your presentation at the Banquet. I like California and would like to visit there again.
