Perhaps not? We will only know if we ask, survey, try.<<
This year we had four KRs and maybe 20 people attend the KR Forum at
OSH. Attendance to the Forum is so bad that I've considered not doing
it, but I feel obligated to at least keep KRs on the radar there. And
almost all of those who attend the OSH forum are KRnet members who also
show up at the Gatherings....there simply for the opportunity to hang
out with the rest of the KR gang for a little while (they're certainly
not there because they expect anything new out of me!) Contrast that
with the much larger crowds and KRs that we have at the Gathering, and
you'll see that people vote with their feet. If you want to do a
survey, you are welcome to it, but don't be surprised at the outcome.

qualified to criticize the current arrangement”<<
I stand by that, 100%.

vote that counts is at the (Gathering).<<
This has been the way KR Gatherings have been chosen for decades, and I
don't know of anybody that's ever challenged it, except for the year
that somebody threw out "I propose we have all future Gatherings at MVN"
a few years ago. Fortunately, we are "back to normal" now. If you
don't like that arrangement, you are welcome to put up a survey on that
also, but be forewarned that your surveys should consist of a link on
where to vote (surveymonkey, for example), not a request that several
hundred folks vote on KRnet. I predict you will not agree with the
results of either survey, however.
Regardless, the folks who attend the Gathering will continue to vote for
location of the next year's venue. At this point, it looks like MVN.
If anybody else is going to volunteer to host it elsewhere, it would be
prudent to give the attendees a pitch now, so we can research the
location ourselves, rather than be caught off guard guessing that it
will work out. For that reason, I'm assuming that the MVN default will
win again next year, and I encourage somebody to consider hosting it
elsewhere for 2019...
