I don't post here very often, but still get the emails.  Minnesota where I
live requires liability insurance for airplanes.  The state does have a
deal set up though where if you can't get insurance or the rates are real
high, they will insure you though that state run plan.  The gross weight
they allow is 1150.  A guy I know just got liability insurance on his Avid
Flyer for about $225 per year.  Another company quoted him almost 500, but
only after he got a bunch of time with a CFI.  Don't know if the state you
live in has anything like this, but it might be worthwhile to look into
