I'm thinking the copyrite issue and building one airplane per set of plans are two different issues but I agree with your point of the seller trying to protect their revenue stream.  But like I stated, who is going to know and who would pay an attorney $1000 to recoup $250?  Making copies of the plans and selling would become an entirely different issue.  It really comes down to the character of the buyer and their willingness to abide by the agreement they made and signed to build one airplane with one set of plans.  Playing fair is most always the right thing to do.
