You mentioned that you password protected all 5 mailboxes
and 998 did you also password protect mailbox 999 that is
very important as this is the system managers mailbox , you
can do everything from..also if they do not require that
the  voice mail notification have access to long distance
you should toll restrict the voice mail ports in the phone
system.
