The service does not keep any data locally.  It monitors the serial port and
as soon as a line is received, it is pumped out to SYSLOG in realtime.  If
the PC hangs/reboots/crashes, the serial port is closed, and the PBX stops
sending until it's reconnected.  Once the PC is started up again, the
service opens the serial port, PBX sees this and starts sending buffered
data, and the service just sends any data it receives directly to SYSLOG.
