Brock, I just had to do this last week. Exact same configuration. I was having the same problem. Panasonic suggested that first, disable the TVS ports in the KSU (prog 117) to make the port back into a regular phone jack. Then I set the cos for that TVS port to allow "transfer to co" and "fwd to co". Then put the port back as the voicemail port. (I used port 08 for the TVS, and thus can use 208 as the ext to permanently forward to co- 208 needs fwd to co enabled in cos).
This works.
