If you are looking to go used, or to do it yourself, you would probably want 
to consider finding a D1232.
Then you can use the 7400 phones, and you can use voicemail.  Voicemail 
takes up extension ports on the system, so if you have 16 extensions now, 
you would need 17 or 18 to add voicmail (unless you get rid of an existing 
extension).

If you would like something new but is fairly user friendly, and you want to 
do-it-yourself,  try the KXTA824. It can be programmed by PC and it can use 
the phones you have now and the newer 7700 series. It will not use the 7400 
series though. It also supports voicemail.

Voicemail new model is the TVA50, that is also PC programmable. If you are 
looking for used you would probably want a TVS50 (or TVS100 as you 
mentioned). They are definately not user friendly though. You have to spend 
a lot of time to understand how to program them. The TVA with PC programming 
might be easier.
