It depends on what you have and what you want. The 61610 uses analog phones, the 74xx series is digital and will work on the TD and TDA systems. If you got "free" 74xx series phones, you would probably look for a used TD. If you don't have digital phones, grab a TA-824 to give you VM flexibility, CID to a single line set, and easy programming and conversion. The TA-824 base cabinet includes CID on the first 3 lines and you could opt for a 008 expansion board do get to 3x16.
