This happens to us and the problem is solved by:

Go into the mailbox that is having the problem and enter 6 2 1.  This will
take you to message waiting lamp status.  Toggle this feature Enable -
Disable - Enable.  If all other VPS settings are correct, this ususally
corrects the problem.  If not, try a power down, this also has worked for
us.

Make sure every mailbox is assigned an extension. They may have set up the
boxes without using the dpits quick setup, so some settings may not be what
is expected.

This happened to me with one system I took over, there is something else to
check but my mind is blank on it!  I'll think about it and hopefully have
more this evening. Someone else may come through with this too.
