It is a serious mistake to assume that every computer is conected to the
internet.
It is just not the case for emerging and developing countries.
In these countries wideband internet costs a lot and is used by very
few. For the very same reason, could computing will not fly that soon there.
I urge to reconsider not bundling the Help system in the package.
Very bad, very bad.

I agree with you. However, I think your demand will be fulfilled.
RC1 does not include help (not even English). Wiki help is not working
at the moment but the URL suggests that it will handle localizations.

I must note that developing Wiki help was not a transparent process, but
I do hope that after all it will be a good solution.
