We should go for the standard here which is the ISO code. If at a moment
a locale is needed that could be done later. And we usually indicate the
script used when there are different scripts like brh for Arabic script
and brh-Latn for Latin script.
Latin script note (Brolikva):
In addition to the Arabic script, Brahui is also written in a Latin
alphabet known as “Brolikva” / “Brahui Roman Likvar.” The Arabic RTL script
is the prominently used one.
So Brahui is already in Weblate, I changed the script to be used to
Arabic. But LibreOffice currently does not support your language,
meaning we don't have locale data and they are not in the CLDR repository.
We would also need to assign language-ids and related strings.
So that doesn't prevent you to begin your translation in Weblate, it's
independent but we will need to add the local data to LibreOffice at
some time.

Microsoft LCID:
I could not find an official Microsoft LCID for Brahui. If Microsoft did
not assign one, please advise/assign a LibreOffice MS-LangID as needed for
MS file import/export.
I can act as the initial coordinator/manager for this localization project.
Please tell me the next steps to get the locale added/enabled on your
translation platform (Weblate).
I can't find you on Weblate. You need to create an account there and let
me know your user name so I can add you to the language group.
In parallel you can work with your team on getting the local data ready.
