There is a deadline next week if you want OpenOffice 3.4.1 in Turkish to be released in January, so the sooner you coordinate the better.
I don't know so much about .po files.
PO files for Turkish are in one big package, at http://people.apache.org/~jsc/translation/aoo341_tr_po-files.tar.bz2 and you will need to coordinate with Mehmet to avoid duplicate work. Instructions on how to handle them are at http://www.openoffice.org/l10n/how_to_join.html and http://openoffice.apache.org/translate.html (and we are always available if you need further help).
there is a pootle server for making translation easy but I am wondering if I need an account for it or not.
You can ignore the Pootle server for the time being: we are using PO files for Turkish at the moment.
