I understand you, but this is quite normal in all free and open source projects: volunteers come and go.
Indeed, Pootle is a perfect tool for this situations, since it allows people to be immediately productive. So by directing people to Pootle we can use their help even if it is only occasional. They will maybe only translate a few hundred words. But still this is less work to do for the other volunteers.
As for version 4.0, just proceed at your pace. We will announce a revised schedule later this week, and it might be that we decide the languages to be released (those at 100%) in a few days. But we will then add new languages when they reach 100%, so your work will not be lost in any case.
