We don't have established work flow for website localization.
It is up to you what is better for you CMS or offline.
Creating a NL page or hacking existing is ordinary web development.

2; Open it in text editor which respect UNIX white chars f.e. gedit,
notepad++ ?, kwrite...
3; Read the source, translate text with respecting HTML/MD/JS syntax.
4; Upload source
5; Publish site
I would like to ask about the "upload source".
CMS creates a patch and send it to dev@ an then commiters can commit it
(=upload).
Another way is that you create a patch offline - command diff or svn diff
an then
create issue and attach it. Or attach the page you created to issue and
commiters
can commit it for you.
Assume that I have translated the files by downloading offline and
edit it ( using Kompozer) then where will I send the file to?

Rob prepared a copy of english page for translators, I can .zip it and
send it to you.
So it will be actual.
This is not needed if you have checkouted source of website with svn.
But this option needs to learn some svn commands.
