We have three kinds of native language mailing lists:

1. User lists -- for user questions about the product, support questions.

2. dev lists -- for the volunteers to coordinate on translation,
website, local events, etc.

3. general lists -- lists that blend user and dev functions into one list

Note:  we don't have a special list for every language we support in
OpenOffice.  But we do have lists for the larger language communities.
 We're trying to avoid the fragmentation that occurred with
OpenOffice.org, where we had over 450 mailing lists, most of just
getting spam.

If you want to propose a new list for Vietnamese, you'll want to send
a proposal to the [email protected] mailing list.  But as
others have said, it is best to first have some evidence of "critical
mass".   Even if it is a users mailing list you will want 2 or 3
mailing list moderators to help.
