In the specific case of Vietnamese, I believe that reviving the forum at
http://forum.openoffice.org/vi/forum/
would be easier, since it's already there, it's configured, has content
and was put in read-only mode just due to lack of moderators who could
delete spam.
We've already briefly discussed this: if there is interest to move this
forward, we can involve the forum administrators here. The main
requirement we have is that Phan Anh commits to keeping the Vietnamese
Forum spam-free (and yes, it would be very good to have another couple
of Vietnamese-speaking moderators just in case).
