There was a similar push by people from Paraguay for Guarani, but also didnt really have enough push to get the project off the ground.
I am not sure exactly what are you Louis proposing, or you just want to know how nice that idea would be? As for Peru, there was some developers who did some work with the spanish localization. But in his words, people that actually know the language didn't have the technical means, and people with the technical means, didnt have enough resources to do it. Something similar happened with Mayan languages in Quintana Roo and Yucatan.
