You are surely welcome to do so, especially if you have previous contacts. It's enough to send them to this list; we will then setup the project in Pootle so that they can update it.
Note that we do have partial translation available for many more languages than those listed at https://translate.apache.org/projects/aoo40/ ; so if you are to approach, say, Quechua, you can look for its ISO code anywhere (Wikipedia is fine, http://en.wikipedia.org/wiki/Quechuan_languages will give you "qu") and then check if we have a partial translation available: look if it is listed at http://svn.apache.org/viewvc/openoffice/trunk/extras/l10n/source/
So "qu" is not listed and that translation would need to be started from scratch, but many others are listed, which means we have a partial translation available.
