You are right, it seems that the CMS only exposes the .html files.
Well, just download the file from here
http://svn.apache.org/viewvc/openoffice/ooo-site/trunk/content/pt/download/msg_prop_l10n_pt.js?view=markup
or from
https://www.openoffice.org/pt/download/msg_prop_l10n_pt.js
then send it to me and I'll commit it for you (you have the same rights,
but you would have to use the command-line interface, so it's no problem
if you send it to me for the time being).
