What is your OS? OpenOffice version, and where did you get them from?
Make sure your OOo and the langpack have the same revision.

I couldn't reproduce this with the latest OOo 3.0 dev 22

To fix this problem, you can uninstall the current OOo, and install a full
Vietnamese package[1]
whose size is around 100MB-160MB depending on your OS.
