How are you getting a PPPoE client to talk to an L2TP LNS?  Is there
a LAC that's terminating the PPPoE session and then tunneling via
L2TP?

A protocol error is almost always caused by one end adding framing
bytes to the PPP frame and the other end not expecting them.
