None of the major distrubtion would probably want to bother with MPPC because it is patent encumbered. So you may have to add it to your kernel yourself. I don't know if there is a userspace implementation. There are some references to a "ppp-mppc" but I cannot find it.

According to the following post, IPCOMP is not supported on Windows 2000. I don't know about XP but it seems that Microsoft wants you to use PPP compression instead. Not surprisingly because this fits very nicely in their patent strategy...
