The police continue to use minor violations as a pretext to pull over undocumented drivers and take away their vehicles. Police have repeatedly targeted immigrant communities to establish patrols in areas that are designed not to deter traffic violations but provide a pretext for stopping suspected unlicensed drivers, including in front of schools as parents drop off their children. These stops are tantamount to racial profiling as they repeatedly target immigrants who in many instances have committed no crime. The police have different sets of regulations depending on whether they pull people over at a checkpoint or a random patrol. However, many of these patrols are targeting immigrant communities with same pretexts based issues mentioned. Central Traffic Division cops act with virtual impunity throughout the city because they have no community to which they can be held directly accountable to. The department as a whole should change their policies to mirror those found at the checkpoints. At checkpoints the driver is cited for not having a license but is allowed time to call a licensed driver to take the car and avoid the unfair impounds. These patrols need to stop using minor pretexts to target immigrants for repression and confiscate their vehicles. The best solution to this problem is access to licenses for all drivers regardless of immigration status. The current system punishes people for simply trying to live and work by confiscating their property based on their immigration status. In addition, undocumented people are exposed to the prospect of deportation, engendering much animosity and distrust in the immigrant community towards law enforcement.
