How weird.  I never had problems setting up MW.  As a test run “take 
$HOME/public_html”.  That’s the number one problem why something doesn’t work, 
ownership issues.

Is this with getting MediaWiki to work on Tools? If so, I also had a few

I tried that once and gave up as well :-).  So if someone

*But*: For any /development/ of MediaWiki or an extension
that needs a test installation viewable by the public (and
not just wants to use MediaWiki as a UI for a tool), I would
highly recommend MediaWiki-Vagrant in Labs
