Hi Simone,
as long as "community" means "some other Apache committer" (including me, I'm very interested!) then Labs are fine.

Being the integration with other projects a second phase, after the initial code base has been established, evolved and tested, it will happen in the incubator after the first release, while the code base can start here, since Labs are here to create code bases on which committers can cooperate and experiment before escalating up to the incubator.

The proposal you submitted goes a bit beyond this first phase, resembling the ones submitted to the incubator.

As long as you are aware of these limitations, you have my +1.
