Yes, Sharon. Yes - of course I agree with having lights to achieve all of these good purposes.
But, to achieve them, you only need the part of the light that points down at these things. You don't need the part of the light that goes up, and lights up outer space. It's possible to put a reflector over the lamp, so that all the light is sent downwards - then you only need to pay for half as much power, and you cut the effects of light pollution.
