When we lived in Somerset in the middle of the countryside, there were no
street lights. I used to love sitting outside on summer nights with a full
moon either reading or just looking at the stars.

I could take the dog for a walk at midnight with a torch because it was just
so bright, but on nights with no moon, rustling in the hedgerows was a bit
scary especially as there'd been sightings of big cat (possibly a panther)
in the area, as there have been in other areas of the country which are a
bit unpopulated and wild.

Don't think I'd like to live in an unlit town, but I agree that all the
light should be shielded and directed downwards.
