There is still the mail order system where the pin number isn't used;
the vendor has to enter postal address of the cardholder along with the
3 digit security number from the back of the card. That's the system
we use (LEA Adult Ed enrolments) at work even if the card holder is
standing in front of us. We don't use chip & pin.

There's been news this week of a very big credit card fraud operation
where card readers have been tampered with to get credit card details
when people enter their pin. The cards are then cloned and used over
the internet or in countries where chip and pin isn't used.
The article also said that the USA doesn't use chip and pin, and that
visitors to Europe have been unable to use their credit cards in
face-to-face transactions because they don't have a PIN (Personal
Identification Number) to enter on the card reader and most
organisations no longer accept swipe and sign credit card purchases.
It said the only alternatives visitors from the USA have is to stock
up on travellers cheques or have sufficient funds in a cheque account
to be able to use a debit card, which does have an accompanying PIN
code. I thought this was now a worldwide system, but it appears I'm
wrong.
Has this been a problem? I'm particularly thinking of those from the
USA who attended OIDFA
