While my first reaction is just as both of you say, my instinct is that
(1) exposing the victims to the delinquents who maimed them is cruel and
counter-productive for them, and (2) seeing pain and death over and over
will desensitize a person eventually, and they may become more hardened
in the process.
Some years ago, there was actually an experimental program (here in the
US, I believe), in which criminals who had caused a death were made to
observe an autopsy. They mostly became violently ill, but if I recall,
there was no evidence that this changed their attitudes about moral
decisions.

I've thought about that over the years for all hoons. But I think that
these days they've seen so many gory bodies on TV that it may not have
the desired effect. What I would recommend is to make them work in
Rehab with the injured for weeks and weeks.
As an aside, I remember well the first time I ever saw a close up of a
bullet going into a forehead in a movie. That was "Soldier Blue" in
1971 at a cinema in Nottinghill Gate, London. I actually fainted in my
seat!!!
