Question - how do I join the end back to the beginning to make a continuous strip? The strip is
too short to double it back and repin the end at the top and sew together normally.

How about making a very small roller pillow, i.e. 5 inch circumference? Pin the lace on using doll house nails. Then pin the whole thing to your normal pillow or a piece of styrofoam and sew together normally. (Years ago I made a whole lot of 1/12th scale bobbin lace and doll house nails made wonderful tiny pins.)
