Just a caution -- check the size of the bride's leg and consider how much ruffling you want in the garter before choosing the length needed. Elizabeth may have been making garters for ladies with slim legs or with just a little ruffling. The ones I've made have been about 36 inches long. Many of the young ladies in the USA these days cannot be called slim. In order to have a ruffle, more length than the circumference of the leg is needed. As long as people come in different sizes, garter lace lengths will vary.
