I think the lace is machine made.  The hat is covered
with the same lace, and the hat rose is made of it.  I
think this was a lace fabric with the edge made of
large scallops.  The cuffs and collar are cleverly
shaped of the scalloped part, and the bulk of the lace
fabric was used on the hat.

Look closely at the two pictures, 14 and 15, but
especially at 15 for the collar. It looks like a neat
seam between the second and third scallops, to curve
the fabric around the neck.  The queen's seamstresses
are very clever and skillful with the needle.
