If the lace bits are all accurately 4cm squares, I think I'd mark the back of 
the felt into 4cm squares (at least some guidelines).  Then I'd do a single 
tacking stitch (back to front at a corner of the felt grid, through a corner of 
a lace square, then return to the back of the felt at the same corner), then 
tack one corner of 3 more lace square at the same corner of the felt grid.  
With 4 squares hanging from that one point, I'd do my second tacking stitch at 
a corner shared by two of the squares, and add two more squares at that corner.

I'm lazy and hate starting and stopping, so this attaches 1 corner of each of 4 
squares with a single start-stop length of thread.  I wouldn't stitch anything 
other than the corners, and wouldn't use more than a single tack on each corner 
of each square.

If the lace bits have rounded corners that don't come exactly to the corner of 
a grid on the felt (or they're not exactly 4cm square), then I'd lay one square 
on the felt, tack it down from the wrong side (again, a single stitch, but this 
time you'd have to end the thread after each tacking stitch).  After tacking 
the 4 corners of the one square, I'd lay the next square down and tack each 
"corner" of it.

I think I'd start at the center of the felt and work my way outward in all 
directions, one square at a time.  The felt should "stick" to the lace well 
enough to hold it flat and in place while you're tacking each corner.

have no idea of how to mount all those 4cm squares. I ordered some 
red felt as background but have no idea of how to secure the squares 
to the felt.
