It seems to me that it is a Spanish Mantilla and by the look, the lady could be Spanish. I cannot distinguish if it is embroidered tulle,, or bobbin lace (blonde). Anyway it is spectacular. The women of the Spanish Royal Family use to wear in very special occasions the Spanish mantilla, fixed with a tortoiseshell (or similar) back comb. Here it is a link to the Lace Museum of Arenys de Mar, a very important lace manufacturer location where during 17nth and 18nth. cent., where was made the most nice blonde of that time.
