I think you'll find that this was painted by Barry Biggins - I have a commemorative one from one of the John Bull Competitions organised by Sue Cox of the English Lace School. Barry and his wife Caroline are both qualified art teachers and Barry designs Honiton lace while Caroline makes it (exquisitely). I got this info from their book - 'New Patterns in Honiton Lace' which was published in 1993.
