Not only could you make the tubular bits with a circular needle, but with a knitting dolly - a wooden cotton reel or similar with the appropriate number of small nails around the centre hole. I used to make yards of the stuff as a child and did actually once make two coils sewn together to make a bag. Never did find another use for it.

When I went to look round my first school at the age of 4, the 7-year-old girl who showed me round said "..... and they teach you to knit." I never forgot that and was so disappointed that they never did. Fortunately my mother did instead and I could knit well by the time I was 7. The only knitted lace I ever did was for baby shawls.
