When the media mis-identify lace (as with The Dress) I think ignorance and
laziness are the cause.  Nobody really knows what lace is, except us.  My
experience with reporters is that mostly they don't care if they make mistakes
when talking about lace because they believe the general public will never
spot the errors.  They go for clever phrases and words that they think will
make their writing appealing.  In my own experience, reporters working for 2nd
and 3rd rate newspapers (neighborhood news, specialty new) were more likely to
try hard to get it right than the well known major newspaper reporters.  To
correct these people, the only pathway that might produce results is to
complain to the editor.  They may not correct their errors, but constantly
telling them where they got it wrong may lead them to trying for better
accuracy, just to get the annoying lace people to stop pestering them.

With shops selling lace garments -- they are using words that they think will
attract customers.  Whether they actually can tell the difference between
crochet and machine made lace is anybody's guess.  They may be simply
ignorant.
