It seems to me that having a quorum of those attending convention is part of the bylaws, and has been this way for decades. But I wonder if this is the best way to involve membership in policy. Why not consider publicizing the issues in question and call for proxy votes from all members. This way, the AGM is no longer the pivotal function of Convention. I realize that this would involve a change in the bylaws, and that it is a long and complicated process. But this would allow leadership to consider regional meetings, a la carte class schedules, and numerous other things that could increase participation as well as make participation more affordable.
