If the scarf looks good without being blocked, consider not blocking it! I only block if it is needed

I would recommend testing the waste threads for colour fastness before proceeding with this plan. Red is notorious for running, and you may not want the pink areas getting redder.

Clay's suggestion of blocking wires is good, and what I would do if you don't want to pin in every pinhole. You will definitely need to pin more often than every foot.

I am not sure if Lorelei's suggestion of "Laying the dripping wet lace on a clean waterproof surface. Use your fingers to stretch the lace into the shape it should have. Leave it along completely until it is totally dry. Water tension will stick the lace to the surface." will work with something as big as a scarf. It is the method I use with smaller pieces of lace .
