My mother fastened her garters, which were naked elastic,
with small gold safety pins.  I often use such pins (they
are likely to be nickel plated nowadays) when I try on
elastic to make sure it's the correct length before cutting
it; the lump isn't much bigger than a sewn join, and it
would be quicker (and more certain in the general confusion)
than sewing.

I'd use a brass pin if I could find one, since verdigris is
less damaging than rust.

Odds are tight gathers will hide the opening -- which could
be hemmed and made permanent.
