Perhaps you can just pull the elastic as tightly as needed, cut off the extra (just leaving a bit to overlap). Then with needle and thread, sew the elastic and let it pull itself into the casing. You could also have a small blue rose at hand (something blue) to sew onto the place where the casing meets to hide the joint.
My mother fastened her garters, which were naked elastic, with small gold safety pins. I often use such pins (they are likely to be nickel plated nowadays) when I try on elastic to make sure it's the correct length before cutting it; the lump isn't much bigger than a sewn join, and it would be quicker (and more certain in the general confusion) than sewing. I'd use a brass pin if I could find one, since verdigris is less damaging than rust.
