I think you're right the first time -- it's a badly-staged picture. It
appears to have been taken in a studio, not on the street as in many
of the other images. The focus of the picture is the charming
lacemaker in the the pretty folk costume -- not an accurate depiction
of the making of lace.

Her pillow doesn't look big enough to be producing a border that wide either.
