Yes, you're correct.
There are, as has been noted, quite a few external tools that do this.
Twitterfeed is one of the best, and it's supported not only identica but
all public laconica instances for a while.
However, there may be some value having the feature built-in; for
private instances, for example, where external tools aren't welcome.
I don't think it makes sense as a core feature, though; the requirements
of polling external RSS feeds would probably need an offline daemon.
A plugin would make a lot of sense, though.
