I don't think that there should be a hard blocker for this. A language that
is reasonably used outside of Wikimedia for publishing or education world
is definitely eligible in my book.

Projects like the Tunisian Latin alphabet, which we discussed here a few
months ago, is borderline, because it looks like a hobbyist project with
little actual use, and I'd need something more substantial. But if, for
example, a real school is involved, then I wouldn't block such things.
