Hello, in general this is correct. The "requisites for final approval" are listed in the Language Proposal Policy, which lists most of the steps done by Langcom: < https://meta.wikimedia.org/wiki/Language_proposal_policy#Requisites_for_final_approval>. As you can see, the two requirements (test-wiki activity and interface translation) are not written in a hard-and-fast manner, but are open to interpretation - except that for the first project in a language, the translation of all "most-used" MediaWiki messages is required. Elsewhere on the page it says "at least five active users must edit that language regularly". A good rule of thumb is to see if the activity is sustained over at least several months by at least several users. Incubator info pages like https://incubator.wikimedia.org/wiki/Wp/ddg give convenient links to two tools, for checking localisation requirements and wiki-activity, respectively.
